Emergency Solutions Grant Program (ESG) Proposal Submissions
The California Department of Housing and Community Development (HCD) published the Notice of Funding Availability (NOFA) for the 2017 Emergency Solutions Grant (ESG) on August 3, 2017. Funds available through this NOFA include federal funds that originate with the Department of Housing and Urban Development (HUD) and state funds made available by the State of California.
HCD will only accept ESG funding applications that have been reviewed by, and chosen for recommendation by, the Continuum of Care that serves the geographical area in which the applicant's project is operating or will operate. Rapid Rehousing Program - Single-Phase Competition
As a Balance of State Continuum of Care in California, TCCoC will be recommending uSelectionp to two Rapid Rehousing provider applications to HCD for funding. The total amount available to TCCoC for this opportunity is $182,578. Application summaries submitted under this locally-competitive section will be scored only against one another at a local level, then the application(s) selected will be funded pending threshold requirement review by HCD. Deadline for submission of Project Overviews is 11:59 PM on Friday, August 25, 2017. Applicants will be notified of selection decisions by email no later than Wednesday, August 30, 2017. Selected projects must then submit full applications to HCD before their deadline of September 15, 2017. Providers wishing to submit for applications for consideration for funding under this opportunity should follow the instructions found below.
Emergency Solutions Grant Program - Two-Phase Competition
As a Balance of State Continuum of Care in California, TCCoC will also be recommending up to two provider applications for entry into a regionally competitive opportunity for funding of Emergency Shelter, Street Outreach or Rapid Rehousing projects. Application summaries submitted under this section will first be scored against one another at the local level. Deadline for submission of Application Summaries is 11:59 PM on August 25, 2017. Applicants will be notified of selection decisions by email no later than August 30, 2017. Selected projects will then be eligible to submit full HCD ESG applications for consideration in HCD's Northern Region Balance of State ESG funding competition by HCD's deadline of September 15, 2017. All applications submitted into HCD's Northern Region Balance of State ESG funding competition will be scored against one another and against applications submitted by providers throughout the Northern Region of California. The application will be funded beginning with the highest scoring application until the available funds are expended. Providers wishing to submit for applications for consideration for funding under this opportunity should follow the instructions below.

Please note:
- All Project Overviews submitted for Rapid Rehousing projects will be first considered for recommendation under the Single-Phase Competition. Those not selected for recommendation in the Single-Phase Competition will be considered for recommendation under the Two-Phase Competition.
- Projects will not be disqualified or scored lower in the local competitions based on amounts requested, although projects may be asked to revise the Total Amount Requested in Project Overviews prior to recommendation to HCD to allow for the most efficient use of funds potentially available to Tehama County's homelessness assistance system as a whole.
