Funding Decision Appeal

TCCoC strives to maintain a fair and transparent process for reviewing and ranking ESG Project Overviews to determine recommendation of applications to HCD. TCCoC may only recommend a limited number of applications to HCD, and all efforts are made to ensure that the applications most likely to be funded and most likely to meet the needs of individuals and families experiencing homelessness in Tehama County are selected. Project Overviews are evaluated independently by no fewer than three members of the TCCoC Rating and Ranking Committee and are scored using the same criteria by which final applications submitted to HCD are to be scored. If more Project Overviews than TCCoC can recommend to HCD are submitted, or Project Overviews are submitted that do not meet HCD's threshold requirements, TCCoC may decline to recommend some Projects to HCD. To ensure fairness, declined projects have the opportunity to appeal the Rating and Ranking Committee's decision.

Appeals must be submitted within 72 hours of receipt of notification of funding denial. No appeals will be considered after this deadline.

Appeals will be reviewed by the Tehama County Continuum of Care's Executive Council. The Executive Council issue a response to each appeal within 7 business days of receipt of the appeal. The decision of the Executive Council will be final.

    Prepare a letter on agency letterhead, signed by a director-level position that includes additional information or a description of extenuating circumstances that address the deficiencies in the application or proposal submitted by your agency or other factors you would like considered as part of your appeal
