Invitation to Submit Project Overviews for Consideration
As directed by the California Department of Housing and Community Development (HCD), TCCoC will be recommending up to 2 (two) ESG applications for funding under the 2018 non-competitive Rapid Rehousing set-aside program and up to 2 (two) ESG applications from their service area to participate in the 2018 competitive ESG funding opportunity.

Emergency Solutions Grant Program (ESG) Proposal Submissions
The California Department of Housing and Community Development (HCD) published the Notice of Funding Availability for the 2018 Balance of State Emergency Solutions Grant (ESG) on June 8, 2018. Funds available through this opportunity originate with the Department of Housing and Urban Development (HUD).
HCD will only accept ESG funding applications that have been reviewed by, and chosen for recommendation by, the Continuum of Care that serves the geographical area in which the applicant's project is operating or will operate. The Tehama County Continuum of Care (TCCoC) is now accepting Project Overview submissions from eligible providers to be considered for recommendation into either of the two program components available to projects in California’s Balance of State Continuums of Care as outlined below and in the ESG BOS NOFA:

As a Balance of State Continuum of Care in California, TCCoC will be recommending up to two Rapid Rehousing provider applications to HCD for funding. Project Overviews submitted under this locally-competitive section will be scored only against one another at a local level based on the Rating Criteria found on pages 15-16 of the ESG BOS NOFA and TCCoC’s 2018 ESG Prioritization Policy. Submission instructions can be found on page 2 of this announcement under “Submitting a Project Overview for Consideration:”. Deadline for submission of Project Overviews is 11:59 PM on Wednesday, July 18, 2018. Applicants will be notified of selection decisions by email no later than Wednesday, July 25, 2018. Selected projects must then complete and submit a 2018 ESG Balance of State Non-Competitive Application to HCD by August 7, 2018. The application(s) recommended by TCCoC in this component will be funded, providing that the full application submitted to HCD meets the requirements found in the ESG BOS NOFA, Section II and Sections IV-X. The total amount available to TCCoC for this opportunity is $108,542. Projects may request any amount up to a maximum of $108,542, however, projects may be asked to revise their amount requested if it is deemed necessary in order to more efficiently or more appropriately support RRH services throughout Tehama County.

Project Overviews submitted under this section will first be scored against one another at a local level based on the Rating Criteria found on pages 15-16 of the ESG BOS NOFA and TCCoC’s 2018 ESG Prioritization Policy (Phase ONE). Submission instructions can be found on page 2 of this announcement under “Submitting a Project Overview for Consideration:”. Deadline for submission of Project Overviews is 11:59 PM on Wednesday, July 18, 2018. Applicants will be notified of selection decisions by email no later than Wednesday, July 25, 2018. Selected projects must then submit full a 2018 ESG Balance of State Competitive Application for consideration in HCD's Northern Region Balance of State ESG funding competition by HCD's deadline of August 7, 2018. All applications submitted into HCD's Northern Region Balance of State ESG funding competition must meet the requirements found in the ESG BOS NOFA, Sections III-X and include all information requested in the 2018 ESG Balance of State Competitive Application to qualify. Qualifying applications will then be scored against all applications submitted by providers throughout the region (counties included in the Northern Region are listed on page 25 of the ESG BOS NOFA) based on scoring criteria found on pages 15-16 of the ESG BOS NOFA (Phase TWO). HCD will award funding to projects based on total score, beginning with the highest scoring application and continuing down the list until the available funds are expended. Minimum funding request: $75,000; Maximum funding request: $200,000.

Submitting a Project Overview for Consideration:
- Completely review the information on this announcement, the ESG BOS NOFA, including any additional information referenced in either. Applicants are responsible for following these guidelines.
- Download and review the 2018 ESG Prioritization Policy and the 2018 ESG Project Overview Template. Use the template as a guide to developing your responses to the Project Overview questions.
- Review the application that you will be required, if selected for recommendation, to complete and submit to HCD. Links to these appear under the heading “ESG NOFA for the Balance of State (BOS) Allocation and Application Forms”. Single-Phase RRH applicants will complete the 2018 ESG Balance of State Non-Competitive Application (XLS); Two-Phase ESG applicants will complete the 2018 ESG Balance of State Competitive Application (XLS).
IMPORTANT NOTE: The applications that will be submitted to HCD by projects selected by TCCoC for recommendation MUST include an Authorizing Resolution approved by the body that governs the organization or agency submitting the application. Instructions for completing the Authorizing Resolution can be downloaded here. Please plan ahead in order to meet this requirement.Scroll to the bottom of that page and click the button labeled “2018 ESG Submission Form” - When you are ready to submit your Project Overview, click the button below entitled 2018 Online ESG Submission Form.
- Enter your responses into the 2018 Online ESG Submission Form. It is important that you have your responses prepared and can copy and paste them into the online form, as you cannot save and return to it later.
- When you’ve completed the 2018 Online ESG Submission Form, click “Save Record” to submit your responses. You will receive a confirmation email at the Primary Contact Email you provided on the 2018 Online ESG Submission Form.
