2025 ESG+ RFP Questions & Answers
To ensure that the process remains fair and open, all questions received from prospective applicants according to the process described in the 2025 ESG+ NOFA, Section I.2 as well as written responses provided by Tehama CoC will be posted below.
Questions relevant to the RFP received, as well as Tehama CoC's responses appear below as they become available.
Applicant Question: Our organization's Board of Directors passed an Authorizing Resolution before it was confirmed that Tehama CoC would be receiving the ESG allocation and administering it locally and we believed we might have to apply directly to HCD if selected for recommendation by Tehama CoC. Can we go ahead and use that Authorizing Resolution, or does our Board need to pass a new one?
Tehama CoC Response: Provided the Authorizing Resolution (AR) was passed after the release of CA HCD's 2024 ESG NOFA and meets all other requirements described in the 2025 Tehama ESG+ RFP and Proposal Form, the AR meets the requirements for upload to the Proposal Form. ARs submitted will be reviewed by Tehama CoC prior to the execution of Standard Agreements for projects selected for award, and later by CA HCD, as Tehama CoC is required to submit certain documents for their review. Any errors identified as part of these processes may necessitate that corrected ARs be passed by Grantee governing boards, however, these processes will occur after award selections have been made and will not impact the Proposal Evaluation process.
