2024 ESG Program Funding Opportunity
The Emergency Solutions Grant (ESG) Program, authorized by subtitle B of title IV of the McKinney-Vento Homeless Assistance Act, (42 U.S.C. 11381–11389) (the Act), and the ESG Program found in 24 CFR part 576 authorizes the Department of Housing and Urban Development (HUD) to make grants available to States, units of general purpose local government, and territories to support the cost of operating certain projects for addressing homelessness, including services related to emergency shelters and street outreach for the homeless, and for homelessness prevention and rapid re-housing assistance.
On December 31, 2024, the State of California Department of Housing and Community Development (HCD) issued the Federal Emergency Solutions Grants Program 2024 Notice of Funding Availability (2024 ESG NOFA). The 2024 ESG NOFA has been issued pursuant to the Emergency Solutions Grants (ESG) Program Final Guidelines issued December 10, 2024, which made significant changes to the manner in which ESG funds are administered by HCD. Prior to the publication of the ESG Program Final Guidelines, the HCD issued two annual NOFAs separated into three types of funding: Continuum of Care allocation, Balance of State (BoS) allocation and Balance of State competitive allocations. Pursuant to the ESG Program Final Guidelines, ESG funds administered by HCD will be allocated to all eligible California CoCs through one NOFA in three (3) year cycles. HCD's 2024 ESG NOFA is the first of the 3-year NOFAs and includes estimated allocations of federal ESG funds for 2024-25, 2025-26, and 2026-27. The Tehama County Continuum of Care (Tehama CoC) is eligible to recommend up to two (2) homeless service providers to HCD to be awarded funds up to the total estimated amount of Tehama CoC's estimated 3-year allocation of ESG funding. Homeless services providers to be recommended by Tehama CoC will be selected through the 2024 ESG Program Funding Opportunity process described on this page and in further detail in the Tehama CoC ESG Request for Proposals.

2024 ESG Project Application Submission
Eligible projects serving individuals and families experiencing homelessness in Tehama County are invited to submit a 2024 ESG Local Proposal to be considered for recommendation. The deadline to submit 2024 ESG Project Applications to Tehama CoC is Thursday, March 6, 2025. Selected providers will then be required to submit a 2024 ESG Allocation Application directly to HCD by March 28, 2025.
